Support CARPD Sponsored Bill SB 499 - Parks as Essential Emergency Service Providers

We are writing to you today to again request your support on an important piece of legislation for our members. As you may recall, CARPD is proud to sponsor SB 499 (Stern), a bill that adds parkland and recreational facilities to the list of public improvements exempt from certain fee deferrals. With this bill, the State will affirm our Districts' essential role in providing safety and support in public emergencies and will facilitate local strategic planning to best utilize all available community resources.
The bill passed out of the Assembly Local Government Committee in July and is now on the Assembly Floor. On August 20, the bill was amended to include additional fee exemptions for connection and capacity charges. While not directly impactful to CARPD, these changes are supported by a number of local agencies, including cities and water districts. The bill will be heard soon on the Assembly Floor. If it passes, it must go back to the Senate Floor for a final vote before being sent to the Governor's office.
